International Journal of Health Systems and Policy (IJHSP) is a peer-reviewed, international open-access journal dedicated to advancing knowledge and critical discussion in the field of health systems and policy at the global, regional, and national levels. IJHSP provides an interdisciplinary platform for public health professionals, policymakers, researchers, and global development actors to explore innovations and challenges in the design, financing, governance, and reform of health systems.

The journal aligns its scope with the Sustainable Development Goals (SDGs), particularly those related to Universal Health Coverage (UHC), health equity, and system resilience in the face of global crises like pandemics. Topics include but are not limited to health system governance, public health infrastructure, health financing reform, digital health, emergency preparedness, human resources for health, and cross-sectoral health policies.

IJHSP accepts a range of scholarly contributions including original research articles, policy papers, systematic reviews, case studies, country profiles, and expert commentaries. All articles are freely accessible under the Creative Commons Attribution (CC BY 4.0) license, with no subscription or paywall barriers.

The International Journal of Health Systems and Policy (IJHSP) proudly presents its inaugural edition, Volume 1, Number 1, June 2025. This milestone publication signifies a new platform for academic discourse on critical issues in health policy, governance, and system resilience from a multidisciplinary and international perspective. This edition features high-quality peer-reviewed contributions from scholars representing nine universities across three countries: Indonesia, China, and Malaysia. The participating institutions include STAI Kh Muhammad Ali Shodiq Tulungagung, Universitas Muhammadiyah Ponorogo, Universitas Kh. A. Wahab Hasbullah Jombang, Universitas Islam Negeri Sayyid Ali Rahmatullah Tulungagung, IAIFA Kediri, UNHASY Tebuireng Jombang, and UNSURI Surabaya from Indonesia; Shaanxi Institute of International Studies from China; and University College MAIWP International from Malaysia.

The diversity of academic environments, policy contexts, and health system experiences among these institutions enriches the journal’s global orientation. This inaugural issue addresses a variety of complex and timely themes, including health system governance, emergency preparedness, policy coherence, and cross-sectoral collaboration. Articles featured include: Evaluating Emergency Preparedness and Health System Resilience: A Cross-Country Analysis of COVID-19 Responses in OECD and LMIC Contexts,” Intersectoral Action for Addressing Social Determinants of Health: Policy Integration Across Health, Education, and Social Protection,” Health Financing Strategies in Fragile and Conflict-Affected Settings: Lessons from Humanitarian and Development Synergies,” Strengthening Health System Governance for Achieving Universal Health Coverage: A Comparative Study of Policy Reforms in Southeast Asia,” and Strengthening Health System Resilience Through Governance Reform.” By offering comparative insights and evidence-based policy discussions, this edition aspires to contribute meaningfully to scholarly debates and policymaking across diverse health system contexts. The IJHSP welcomes researchers, practitioners, and policymakers to engage with this volume and submit future work that advances innovation, equity, and sustainability in health systems and policy.
